Most dogs can be extremely smart but some of the smartest are border collies, German Shepherds, Australian Cattle Dogs, Doberman Pinschers, and Rottweilers. Out of all these dogs, the smartest is the border collie. One of the most mentally challenged dog breeds is the Afghan Hound and the Chow Chow.
